Comment (source-annotated): the source explains why Sumantra's account has to be repeated to Vasishtha before Dasharatha can proceed -- as chief priest and officiant of all the kingdom's rituals, no king may bring in another priest without the sitting officiant's consent. It cites the doctrinal principle directly: anena praaciina R^itvik abhyanuj~nanena na eva anya aaneyaH ('by this, without the prior officiating priest's consent, no other may be brought in'), attributed to the Dharmakuutam commentary.
